As in any other TCG, there's going to be starters decks that we can pick so that we get used to the game. It seems like there's going to be 4 different ones:
Each might represent a crew, so we can expect Mugiwara's to be in the Luffy's starter deck, but since we don't know how the mechanics would be, it might include characters outside the crew, like Shanks, Yamato, Ace or even the Straw Hat itself as an item.

Recently, we got an annoucement that each deck will have 50 cards and 1 leader per deck, and also the full list of cards has been released as well.
All these cards have a red color for the background. For the strawhats, we will have the following cards:

As far as we know, it seems like there are Wano characters included, which might mean that cards will be starting from there (maybe based on the most recent manga chapter) so that we include everything in the Wano Arc.
There's going to be an amazing card application to start playing the game and learn most of the mechanics. This strategy has been used in other TCG games and has worked really well. It seems like there's will be updates about this soon.
